How do they justify the traffic light by Yozu?

Lower Township - How do they justify the traffic light by Yozu? The ferry traffic comes to a halt to allow one vehicle to make a left turn. Most likely someone "connected" wanted to shortcut through that shopping center from Townbank Road. It is a disgrace that we cannot get a left-turn signal at Tranquility!
