How can Lower Township have high taxes but a resident gets absol

Lower Township - How can Lower Township have high taxes but a resident gets absolutely nothing in return. I called Lower several times about the condition of Bayshore Road. First was told it is a state road, then told it is a county road. Why can't Lower contact the state or county and advocate for the tax payers and get it fixed? Second, complained about a local business that takes money but does not perform the expected service and was told they have no control over that either. Why is this business allowed to operate? What do Lower officials do??
