Johnson put it in the general fund to pay for his welfare programs. Carter gave it to immigrants who never put a dime into the system. Clinton started taxing it, and you can no longer take your contributions as a tax credit. Democrats keep taking away from ones who worked to give to the "I don't want to work crowd." Look at Phila., ruled by Democrats for 60+ years. How's that working out?
