With all the education there is on HIV, I can't believe someone

Lower Township - With all the education there is on HIV, I can't believe someone could be so careless. How is it that someone manages to find partners that are not aware and they don't tell them! Then their partners become infected. Can that person be held responsible? It's an awful act of evil! These people should be put away.
