When LTPD receives a call for screaming, wouldn't proper procedure dictate that an officer(s) check the well being of any other people that may be inside the property, especially if the house has a history of domestic issues? I think it would. Some of these rental properties utilize police and other municipal services way too much, which impacts others when there are emergencies. Why not check everyone for warrants? If you did, you would find there are outstanding warrants and then have the ability to remove some of the people and at least give us a peaceful street until bailed out.
