I attended the last Lower Twp.

Lower Township / Springfield - I attended the last Lower Twp. Council meeting and I noticed a sign with businesses listed in front of the municipal clerk's area that said "Friends of Lower Township." Is this legal to display a sign or advertisement in a public building? It surely discriminates against other businesses in the township. Who authorized the sign? Was the sign paid for by public funds?
