NPR and PBS are not the voice of the people, they are the voice of the Democrat party. The Trump administration is not telling them what they can and cannot say and do, they are saying that the American taxpayers don't have to pay for it. Their freedoms are not under threat. That's just another Democrat false narrative. Nowhere in the Constitution does it say that the government must pay for radio and TV stations.
