If you have a problem with a neighbor, you need to aggressive and not passive. You need to contact the Township, County and State Agencies and Offices on a weekly basis. You tout your " Local Status", and say you know most office holders or persons in authority directly or indirectly through other relationships and can get "things" done. I say you know fear of retaliation more so than an single person of authority. Just remember Murphy's Law.
