I have a neighbor who, every week puts out their trash and recycles. 45 times out of 52 weeks their trash or recycles tip over and blow around. There are 4 people in the home with no broken legs or arms and fully capable of picking up THEIR trash or recycle. Do you think they will or do? NOPE! Do you think they care? NOPE!
