Lower Township / Cape May - How is it that Lower Township taxpayers had to pay for replacement of all their outfalls, and the county taxpayers are picking up the $1.3 million to repair one outfall in the City of Cape May?

Moderator's Note: 
The Cape May project is from two county roads, Beach Ave. and Pittsburgh Ave. It was run off from those county roads that created the need for the outfall pipe, and therefore the ownership of the project. It is likely that the Lower Township outfall pipes carried water from municipally-owned roads.
