I guess the spouter does not read the city’s SOP policy because years ago they took out S.I. residents have preferences over out of town people. Maybe the people out of town have better qualifications then the S.I. resident or maybe that family causes to many problems in town the politicians and workers do not want to deal with the drama. Just a thought.
