Why are these police wanna be still riding around in unmarked po

Green Creek - Why are these police wanna be still riding around in unmarked police cars with more lights than fire trucks. I thought they needed a permit issued by the police chief and was only suppose to be one light 5 candle power. How about enforcing the laws on these wanna be's. Also whats with them wearing tactical vests and looking like SWAT team. EMT's should not look like police. Put them in bright blue, green or pink. Why are they still responding when we have a paid private service.
