Why is the transportation supervisor at LCMR allowed to do sport

Erma - Why is the transportation supervisor at LCMR allowed to do sports trips everyday? When we call him on the radio because of a bus issue, he always says he can't help because he is on a bus. This is during his work hours and he should be in his office. His secretary is on a bus everyday also, so not much help there either.
