Why can't Lower Township plow the bike path?

Erma - Why can't Lower Township plow the bike path? I know Middle Township plows their path. People walk their dogs, use it for exercise and to get back and forth to work. I guess it will take someone getting hurt or a possible lawsuit for the path to get cleared during a storm.
