It's pretty bad when you have a question for Lower Township but

Erma - It's pretty bad when you have a question for Lower Township but can't be waited on because two workers are outside smoking, and don't bother to move after seeing my wife and I waiting over twenty minutes. Another worker was in the office reading a magazine and talking on a cell phone, and had no intention of getting off the chair. Who is overseeing this? How much money are we spending on 20 minute smoke breaks and magazine/cell phone time?
