I would like to see a bicycle license issued to anyone who rents

Erma - I would like to see a bicycle license issued to anyone who rents a bike here on vacation, as well as residents who ride their bikes. A course should be given and paid for by the rider. The safety course and bike law should be explained, and a license issued after passing and paying for the course. All bikes should have lights and all should have a helmet. The money could go to an insurance policy for said riders in case they cause an accident. This should be given by the bike rental businesses. Test cost should be $6 and a three-year license should be $9. Any ideas?
