Erma - Does any town in Middle or Lower enforce the law that children under 17 yrs. old must wear a helmet when riding a bicycle? I see virtually no youngsters wearing helmets and very few adults seem to have the sense to wear one. I guess the police and parents put little value on children’s heads.
