I read the Rio Grande regarding being approached by 3: different able bodied men begging for cash. The county should round up these panhandlers and take them over to the employment office. That way the government is doing something to help them (match them with a job) they could then explain where to get them substance abuse counseling. No more hand outs. They only enable destructive behavior.
