Despite signage and barriers, why are so many drivers barreling through flooded streets, particularly Bank Street. While not the first time, last week one car conked out and killed the engine (and I’m sure there were a few residual damage to some others). What is new were two plastic undercarriage panels apparently torn off and left in the street. Take heed .
