I observed three employees drive up in a trash truck March 27. Two of them got out of the cab and loaded a piece of furniture in the back while the other employee just watched, as there was nothing for him to do. Really? Three guys? That's the best use of time and manpower? What about leaf pick-up, litter pick-up, brush pick-up, pothole repair, building maintenance, etc.? All of these are things that the third guy could be doing instead of standing around.
