Why if a property owner has an issue with a neighbor’s dog barki

Dennis Township - Why if a property owner has an issue with a neighbor’s dog barking, he can simply go to the courthouse to sign a complaint under an existing ordinance, but if a property owner has a neighbor with a half dozen or more ATVs with really loud mufflers, making more noise than any dog ever could, that resident doesn't have the same remedy?
