Who makes the decisions on work assignments for DT public works?

Dennis Township - Who makes the decisions on work assignments for DT public works? Our leaves sit out by the curb and won't be picked up until mid-January, instead PW sends out three guys to do a two-man job of picking up recyclables. One driver and one guy dumping is enough. It makes absolutely no sense to assign another "worker" to hang on the back of the truck and watch.
