Since when is the Gravel Hole Road neighborhood a gated, private

Dennis Township - Since when is the Gravel Hole Road neighborhood a gated, private community? I thought township streets were public domain. Just because someone has the clout to have a sign placed that the street is public to legal drivers with valid registration and insurance.
