How can we have two pools legally installed with all permitting

Dennis Township - How can we have two pools legally installed with all permitting and inspection 15 years ago? Paid for and had repairs and inspections by licensed electrical contractors every five years. Then paid for annual pool inspection and passed them every year. Then this year the DT electrical inspector fails me for the type of plug and outlet on one pump and the other pump room for having too long a piece of flexible conduit. I thought annual bonding inspection was checking on contractors' five-year certificate and condition of bond wire and lugs.
