DT public works is back to putting two employees on the back of

Dennis Township - DT public works is back to putting two employees on the back of the recycling truck. One guy hops off to empty a can and the other guy hangs on to the side of the truck and watches. Why does the township allow this ridiculous waste of manpower? If you have employees to spare and no other work they can be doing, then it is time to cut some positions. Does township committee approve of this arrangement?
