Are the traffic lights being put up at the new overpass temporar

Dennis Township - Are the traffic lights being put up at the new overpass temporary, until the other side is completed, or will they be there for good? Is there a diagram or map of what the new traffic pattern will look like? It seems a bit confusing now; it looks like new lanes and new turn lanes are being created.
