If you want to bring back constables, why not pay the extra money and create a small police force? Has anyone looked into the price of a small department? It can't cost much more than public works. Last time Dennis Township had constables, they didn't carry handcuffs. How can you expect them to make an arrest without a firearm, and who would want them to for $9.50 an hour (against someone who may be armed)? Why not hire part-time officers like the shore towns, who actually have police powers? Put your tax money towards something useful. Time to get out of the Stone Age.
