Why don’t my neighbors walk their dogs?

Del Haven - Why don’t my neighbors walk their dogs? I have 2 neighbors that have 4 dogs each and they won’t walk their dogs. They are just lazy people that have young dogs that will never know anything other than a small fenced yard. So very sad and I wonder why have dogs.
