Del Haven - It is so sad that Middle Township does not enforce the extreme weather ordinance. How many dogs have to die until they do? I passed by a dog chained outside in below freezing weather on a short leash in his own excrement and when I called the police, they said animal control doesn't work on the weekend except in an emergency. An animal in freezing temps with no shelter was an emergency!
