Ask Marie Antionette how that worked out. Here's a better suggestion; a National Lottery, where the winnings are "tax free", (Local, State and National) and all proceeds go to either reducing the National Debt, or funding Social Security. I predict that a "tax free" payout will vastly outsell State lotteries.
