Why is nothing being done about the traffic at all of the parkwa

Court House - Why is nothing being done about the traffic at all of the parkway bridges under construction? Be prepared to wait at least 10 minutes in either direction on Stone Harbor Boulevard to get through the light, and often longer, and this is before the "true" tourist season begins. Why devote an entire lane to parkway entrances when this lane is often empty? Why time the lights so only a very limited amount of cars can get through? It really defies logic to continue with this poor system, and the problem is only going to get worse.
