What's with the traffic light at the intersection of Routes 550

Court House - What's with the traffic light at the intersection of Routes 550 and 9 in Ocean View? It seems to change from red to green, with no rhyme or reason. There can be no cars for miles on Route 9, but as soon as you approach it, it turns red. By the time your car has come to a stop, it's green again.
