What is the purpose of the new speed bumps on the service roadwa

Court House - What is the purpose of the new speed bumps on the service roadway through the North end of Cape May Court House shopping center, connecting Rt9 to Court House- South Dennis Rd.? Is the reason to deter use of this roadway? Or, maybe punish users? The bumps are flanked by the non-public access side of a building and some "remote" parking spaces...doesn't appear to be a rational place to construct speed bumps. The bumps are poorly designed - high, narrow and cause a considerable jolt at the stated 5mph speed. A wider, gentler, less aggressive speed bump can reduce speed to a desired limit.
