Court House - There should be no cap on the number of liquor licenses in the county. The licenses should not be a revenue source for the state. Liquor licenses should be available free to anyone who wants to open a bar. Existing businesses fear competition and want to maintain high drink prices. The cap on liquor licenses is anti-free market and capitalism. Liquor license laws prevent chains like Applebee's and Chili's from moving into the county. There is no reason at all why any business should be charged for a liquor license, other than the state wanting more revenue!
