Court House - There is no provision in the Constitution for executive orders, but such power is alluded to as it is granted power to execute laws. The president can issue an executive order on immigration; however, it can only be to uphold 'existing' law. He cannot counter an existing law. New laws require that they be drafted and passed in identical version by our bicameral Congress, Legislative Branch. If the president were to issue an executive order of amnesty for all illegal aliens, it would be an impeachable offense as his actions are clearly not meant to uphold the laws.
