Leash laws protect everyone, especially dogs. Walk your dog on a leash; it's the law. Report those who do not. Dogs should be on a leash of about six feet. The walker should be able to control the dog. So, no kids walking dogs. Most municipalities have age ordinances for dog walking. Go beyond them and be sure the walker knows how to walk a dog and what to do if another dog leashed or unleashed approaches for the good of all.
