They were a ruse, disguising the real attempt taking place on the floor of the Capitol. The plan was to have Pence evacuated, while Sen. Chuck Grassley (R) took Pence’s place to name Trump, President. He even implied as much the day before: “Well, first of all, I will be — if the Vice President isn’t there and we don’t expect him to be there, I will be presiding over the Senate." And Pence knew it!!
