Did someone actually get paid to design the Parkway on-ramps at

Court House - Did someone actually get paid to design the Parkway on-ramps at Exit 10? Both ramps traverse through residential neighborhoods and since it is marked as 'Parkway Entrance' people excessively exceed the speed limit. It wasn't a problem during the offseason but recently I have witnessed many near misses/accidents. The design is just idiotic and was not completely thought through. A two-year-old could have proposed a better road system.
