Came someone explain exactly what a “cost of living” increase is

Court House - Came someone explain exactly what a “cost of living” increase is for county employees/department heads/6 figure employees got them ,but no one else did? It just does not make sense when you have employees there for years making half if not less. Shouldn’t they really be ones getting a “cost of living” increase.
