When across the board raises are given out, it means across the board!!! You can't leave out one department and expect people not to be upset. How about the people that have been there for you through thick and thin? Bring everyone up to a minimum and then not increasing those who worked at minimum for year is a real bummer.. No wonder people are leaving the work force .
