There is a great book that can sum up the issue with a welfare state and welfare dependent population. It is called "when helping hurts: how to alleviate poverty without hurting the poor ... and yourself". Go read it, and yes it's from a Christian perspective, no that perspective in no way degrades it's message on the issues facing poverty stricken groups.
