I feel sorry for the small businesses. They are getting the short end of the stick. Have you been in Home Depot lately? It is packed and the social distancing enforcement is a joke. If Home Depot can pack them in, why can't a small business that implements social distancing measures and masks be allowed to open. The other option, is to restrict access to Home Depot for only essential items (of which mulch isn't one of them).
