I can't for the life of me begin to figure out why people are milling around in crowds in the streets of Belgium minutes after the deadly attacks there, although I've seen similar scenes from previous attacks elsewhere? I would think the police have more than enough to contend with, let alone all the people standing around with backpacks on.
