Congress ratified the 14th Amendment to give freed slaves and those born into slavery US citizenship. The 14th Amendment is the ONLY Amendment currently without any restrictions. Yelling fire in a crowded building isn't covered under the 1st Amendment, owning a tank isn't covered under the 2nd Amendment, so why doesn't the 1`4th Amendment have some kind of restrictions?
