Why is the county bike trail being so neglected?

Cold Spring - Why is the county bike trail being so neglected? All of the time, effort, and money to connect it to our beautiful zoo, and this is what it looks like? Debris and trash all over it. The department in charge of it doesn't pick up any of the branches or grass clippings after coming in and hacking it down. It's an eyesore. Honestly, it makes our area look like it's very low income. I'm sure something will be done when it's tourist season. We wouldn't want it to look like a ghetto then. We could have some community service hours spent on the cleanup, since the people who are being paid to do it aren't.
