Cold Spring - I just saw that Lower Township has an almost 99% tax collection rate. Of course they do . Mortgaged home taxes, if in default ,is paid by the mortgage company and for the people that pay themselves, an 18% interest for being late it is a no brainer. It is close to loansharking.
