To the spouter complaining about inappropriate behavior at Higbee Beach I suggest you call the Lower Township manager if the police fail to take action. The police were given authority to issue local ordinance summons there by the state of NJ way back in the 90's. The recently deceased Sen Cafiero led the charge in Trenton.
