Cognitive decline is not a trait the council embraces. It is the fact that the voters keep electing the same old people whose only focus is on spending and accruing debt. You voted for them to continue their ineptitude so you get what you voted for. So if we are talking about a test then the voters should be right up there with the council. The people in town hall who left are not going to be missed. They were part of the problem and when asked to put in a full days work for their pay they decided to resign and sue.
