Why did Dennis Township and or The State of New Jersey eliminate

Clermont - Why did Dennis Township and or The State of New Jersey eliminate all passing zones on Route 9? Now when someone decides to do 25mph down Route 9, we are all inconvenienced because we cannot legally pass the person who is illegally impeding the flow of traffic, thus putting us at risk of being rear ended.
