Why is anyone surprised by the illegal dirt bikes and quads tear

Clermont - Why is anyone surprised by the illegal dirt bikes and quads tearing up the new DT bike path? After all, hundreds of spouts have appeared about wheelies in the streets, tearing up soccer fields, etc., etc. The only township that has even tried to deal with this problem is Upper Township who periodically get "crack-downs" from the troopers. This is what is needed throughout most of Cape May County but Dennis Township in particular is the worst magnet for illegal riding. One spout asks where are the parents? But where are the politicians and the county sheriff and the troopers from Woodbine?
